Does restoring iPad to factory settings restores the iOS version as well?

If I restore my iPad to factory settings, to give it to a family member (to use it as a new device), will the new owner required to update the iOS version of the iPad again? Will the factory setting reset restore the iPad to the iOS version at which it was originally bought? A little advice needed here.
