MacPro not booting, tried all the steps I could find... now what?

HELP!!!

My edit system is down... I believe it's a 2008 Mac Pro, OSX Mavericks. Grey screen with flashing folder with "?". I hear the startup chime on every start up, my display is fine, and i've disconnected all peripherals from the computer except for keyboard, mouse, and display. I do have 3 other hard drives in the system, but not bootable. This is what I've done:

1. Booting in safe mode (holding down shift during start-up) - no luck, flashing "?" folder

2. booting in target disk mode (hold down T during start up) attached to my laptop with firewire - can see the other drives on my mac pro, but not the boot disk

3. Reset NVRAM - hold option + command + p + r during startup - nothing

4. Reset SMC

5. Tried starting in Apple Hardware Test, hold down "D" during startup, also tried holding down "option + D"

6. Tried starting in recovery mode "command + R" and "option + command + r" - Still grey screen with flashing folder with ?

7. fsck - held down "s" during start up to start in single user mode - same "?" flashing folder.



I'm calling it a dead boot disk. If I'm right, can I just replace the disk and reinstall Mavericks with a jump drive?



But my concern is could it be something other than a dead disk? Any help would be really appreciated...
