Accounts in settings is missing

When I tried to login to LINE, my iPad Air 2 said, 'you can not login as Allow Login is switched off In Settings>Accounts>Allow Login' but I was unable to locate 'Accounts' in 'Settings'. Show to how to find it, thanks.
