Why cant I create an Apple ID putting in my credit card information?

To create an apple ID without a credit card

You need an e-mail address you haven't used with Apple

Sign out of anything you may be signed into (Apple wise)

Go to the app store and find a free app. Any free app. Try to download it. Since you are signed out you'll be prompted to sign in or create an Apple ID

Choose to create and follow the prompts.

Doing it this way you should see the 'none' option for payment.
