Alias Problem

hello im have a problem with .. My apple id account is withoud icloud or me.com to can upload note and mail from my device and i speak to apple chat many times last chat give number in kuwait to speak with security team the line always voice mail .. i made to **** to another account by mistake what im need is this —> ***** to be my alias or icloud account just like that please and thanks for support Apple
