iCloud full - multiple versions of same files

I got a message on my iMac and Macbook Pro that my iCloud storage was full. I looked at the files on these machines and it looked like there should be plenty of space.

I logged into icloud.com and every file in every directory has been duplicated multiple times (~45 times) so now I've got resume 1.doc through resume 45.doc and all my space is used.

Can someone tell me if this is an iCloud bug and how to report it????
