does iCloud photo with optimise mac storage work?

I bought 200 GB iCloud photo storage.

i uploaded the photos from my mac air to the cloud.

i chose the 'Optimise Mac Storage' option option

but i the storage on my Mac is filling up as I add pictures to my Mac. The photo sizes do not seem to being made smaller.

I have only 24 GB of free space out of 250 GB left on my Mac

When will this system start making the photo sizes on my mac smaller? Will my space on my Mac fill up if I continue to add more photos to my Mac?

MacBook Air, OS X Yosemite (10.10.5)

I have 97 GB of photos on my mac and 50 GB of movies

my Photos library shows 132 GB

my iCloud shows 120 GB of photos and movies

Optimisation is dynamic, it reduces the resolution of your photos as and when needed, so you may not notice it occurring at first. However when it is needed, it is very effective and users have reported libraries being optimised to much less than 10% of their original size in some cases. My own library is about 9% of its original size on my phone.
