Where is the download for the free iPhoto Library Upgrader?

I just got my Mac back from having old mac and old mcbook put on new mac... I cannot open the photos, or the documents because they are 'too old' and I need these downloads. Where do I find them? I thought my 300 bucks would at least allow me to just open my old documents.. Please help. Thank you 😀
