If you’re running Mac OS X 10.6.8 or above and have a compatible Mac, you can get Yosemite from the Mac App Store. Aside from this and the version your computer originally shipped with(if it’s a Mac), the OS needs to be purchased.

You've posted in an iOS forum. Do you mean iOS or OS X? You cannot download iOS. OS X is only available for download from the App Store. Yosemite is a free download.

You will not be able to load OS X on a PC.
You cannot install or run Mac OS on a PC - it is illegal to do so.
