When you change the country or region of an existing Apple ID, you must provide a payment method and update your billing options. If you want to remove your payment method after you change the country or region, you can change your payment information to None.

Aug 27, 2015 4:46 AM in response to Carolyn Samitby MAD0084,Back then I always update my app after changing my region and there was the NONE button. But now, I need to update my app and I can't change my region because there was no NONE button in the payment method after the agreement.
