Can you access all the iCloud backups ever made?

Basically, I had to reset my iPad three weeks ago, but I forgot to restore it. I also forgot to turn backups off, so my iPad already backed up two-three times since then. The question is, how many backups does iCloud store, and can you access the older ones in any way?
