The for older video cards builds of 64-bit iTunes for Windows are no longer being released. In principle they should no longer be necessary. See Troubleshooting issues with iTunes for Windows updates for detailed advice on removing all traces of iTunes and its associated components, then reinstalling it, which ought to resolve the issue.

The does fix the problem... until it's time to upgrade and Apple's update installs the wrong version again. You would think Apple could come up with a single version of the installer or at the very least download the correct software for an upgrade.

My computer is a brand new (1 week old) Toshiba computer that came with Windows 10. Everything is installed and updated and I still get this error.
Have you tried uninstalling iTunes and installing the alternate version? Although Apple have called it "for older video cards" it might be better described as "for systems with a video card that cannot support all video features of iTunes without the assistance of QuickTime".
