How can i view my pictures backed up to Icloud?
I apparently did everything everyone else was telling me but on my PC it only lets me view the 4 pictures i have in my photo stream on my new phone

The contents of an iPhone backup to iCloud are not viewable on iCloud. You can only use the backup to do a full restore to an iOS device.
