apple is apparently saying a I have to confirm a purchase I've never made. Now I can't download any apps or anything like that I don't know how to stop it.

How did Apple contact you to confirm a purchase, especially one you never made? This sounds more like a scammer trying to phish for your Apple ID and password.
EEvery time I go to download an app a pop up box will say you need to confirm your Apple ID and password to comfurm your purchase.

it takes me to a place to put a card information in, but there's no option to cancel the purchase that I have no idea about.
That message does not say you have made a pending purchase, it is asking for your password and credit card information for the purchase of the app you are trying to buy.
But you said you went to download an app. The app that you chose to download is the purchase.
No. I only download free apps. It did this randomly. I only found out about it as I went to go download a free app and it wouldn't let me.
You need a valid form of payment in your account even to download free apps. That's probably why it's asking you to verify your payment method.
You DO realize that "free" apps really aren't free. The developer makes money somehow, otherwise, why would they go to the time and expense of writing apps? They may do it by selling your personal information, or through ads in the app. A recent analysis showed that displaying ads in apps uses a huge amount of data, so if you don't have an unlimited data plan you are paying for the apps through monthly data charges from your carrier.
