Recently changed phone providers, now cannot send/receive pictures in text messenging

I have an iPhone 4. I recently switched service providers (From AT&T to Defense Mobile). Now I cannot send or receive pictures in text messages. I've tried some various typical fixes: system reset, hard reset, ensure MMS/SMS is on, but still nothing.

Any other ideas?
