How do I use an iPhone without service for imessaging?

I have an iPhone 4 and I want to still use the phone for imessaging and other things with wifi. When I tried to use the imessage and signed into my account it just says waiting for activation. I tried looking through apple support and it says to use the SIM card to activate the phone to use it without service, but I don't have a SIM card for the phone so I want to know how I can use the phone for imessaging.
