transfer note via airdrop
When I copy a note from iPad to OS X it goes to download folder as html file, so I can see html tag inside file.
How can I get it in clear text?

You could always view the iPad's note on the MacBook Air by using Safari.
You could use Safari to go to http://www.icloud.com and then sign on using the Apple ID you use on your iPad. Go to Notes there and you will see the note from the iPad.

@sberman I have the same problem as Rickyleroy, and I understand you are offering other possible solutions. Nevertheless, your answers do not solve mine and Rickyleroy's problem. Why does iPad send notes in html code? Is there a defect in the software? If so, and it cannot be fixed then just say so. That way we can stop wondering and searching for the fix.
You have omitted many details that would help solve your issue.
Examples:
1- Airdrop requirements are compliant both MacBook and iPad
2- only text
3- I'm hosting note on iCloud but I'm using different account for MacBook and iPad

If I send note from MacBook to iPad, there is no problem while I send it from iPad to MacBook the note goes to download as file with these 'html' tag inside:
organizer holidays<div><br></div><div>call center<br><div><br></div><div>test 1</div><div>test 2</div><div>test3....
