lost ipad
We lost an iPad Mini, I used the Find My iPad app. It showed it was online, but couldn't locate. So then I send the message with my phone number and it went offline. Does that mean someone has it and turned it off?

Either that, it is in an area where it can't connect to a network or the battery has gone flat.
