i bought a HD movie on iTunes for windows and i can't seem to transfer it to my I-pod classic

what if it's SD movie?
You ought to be able to transfer the SD version to an iPod classic, but if you use iTunes 12.2.x to download you may find that the downloaded file has a form of DRM applied that cannot be read by the classic. Hopefully this is a temporary issue, but for now you might need to roll back to an older version of iTunes if you want to download a compatible copy.
