How to sync tones to iPhone using iTunes 12.2.2.25 ?

I am trying to add new tones in my iPhone 5c using iTunes 12.2.2.25 but unable to do so. I am managing music and videos manually.

I have checked Manually manage music and videos and everything is working fine. I am able to sync music to my iPhone. But when I try to drag and drop tone a gray dotted circle is being displayed in front of tone and tones are not added to sound section in iPhone. Issue is if I check Sync Tones in tone tab, manually manage music and videos is getting unchecked and all my playlists disappear from itunes.

Could you please suggest how can I add/sync tones to iPhone along with Manually manage music and videos checked ?
