Server restore

Hi There, I had to do a full restore from a backup that was made via time machine. So I started up the Mac min and did command-R and restored back to several days ago, this took 2 hours.

My problem is, all my users and groups have gone in server manager. Does a full system restore not restore data ?

I am not an apple user, so am doing a fair bit of googling at the moment for answers, but appreciate and help/advice.
