why is my iphone 4 stuck on lock screen

When i swipe to unlock it swipes goes black then to the apple boot logo the back to the swipe to unlock i cant restor on pc because i cant allow my computer access from the phone.. Its Almost ike a Boot loop but it only shuts down if u swipe to unlock
