With one Apple ID and 2 iPhones can I select which apps to keep?

I have two iPhones with different SIM as I use them in different countries where I work. I want to keep most of the apps the same, but don't need all - if I delete on one phone, will it delete on the other? I just tried this with an app I don't use much on one and it is there on the other phone, but whenever it syncs to iCloud, will this change??
