I pre-ordered an album A couple weeks ago and now it says I have to buy it again but I got the confirmation email what do I do it won't let me download it says I have to pay

You weren't charged when you pre-ordered it, you are only charged when pre-orders are released - if you still want the album you will need to put a payment method on your account, or redeem a gift card if they are available in your country, so that you can pay for it and download it.
