Charger not charging (MacBook Air 2012)

I own a MacBook Air (2012), Mavericks 10.9.2 OS X, 11-inch. After my original charger broke (due to physical damage), I bought a new charger.

When I plugged the charger in the charger light went green, I came back half an hour later and it was still at 9% (same as when I started). I tried unplugging and replugging., using the left shift-option-control-shut down method and I have checked if the Laptop port was clean (is clean). None of theseethods work and while I am happy with 9% permanently instead of 0%, I would love to fully charge my laptop. Whenever I unplug the computer, it starts going down. I have not found a single fix as of yet. Any ideas on how to get it working?
