Basically, I have a D-Link DWR-923 (4G) router and an AirPort Express. I want to be able to keep the wifi-network on the D-Link router and create a new "separated" network on the AirPort. I had this setup working and all of a sudden it didn't work anymore.
Does someone know the proper settings (for both my D-Link and AirPort) to get this working?

We can provide the correct settings for the AirPort Express, but your post did not tell us what model of Express that you have or what operating system that you are using on your computer.
The setup of the Express is different depending on what model that you have and what operating system that you are using on your computer, so if you can provide that information, we can get started.
The model is AirPort Express 802.11n (2nd Generation) and oddly enough it is not working on my Macbook Air (early 2015), Yosemite Version 10.10.5, while it's working sporadically on my Windows 7 computer. Some of the iPads and iPhones are working. Right now I have enabled DHCP on my D-Link and running the AirPort in static-mode.
