Most times a restart will help to solve UI problems.
If that does not help, go to System Preferences > Dock and try toggling "Automatically hide and show the Dock" on and off.

Thanks For helping den.thed but it still doesen't work I have restarted my mac plenty of times and i tried the other method but it doesen't want to work.My hovering doesen't work on all apps aswell its not only my dock.

I don't see anything wrong in your EtreCheck report, when you did the SMC and PRAM resets, how many times did you do each reset and did you also check the settings again. Sometimes it takes 2-3 attempts for the resets to work, please re-look at the instructions and reset each 2-3 times. Then check your settings and retest.
I have tried the resets 3 times and looked all over my setting i have even factory reseted my mac and tried them again and nothing. But ill try the resets again.

There was no reason to do a factory reset, that was a total waste of time. That is something MS windows users need to do, OS X rarely needs to be erased and re-installed.
After doing the resets, if the problem persists then create a new user account (TEST ACCOUNT) log into that account and then see if the problem is in the new account. If it is then you know the issue is system wide, if it disappears then it's local to your normal test account.
Ok thanks for telling me that.i did the reset 2 times and i have a change in the repor
Have a look

The problem is system wide.I made a new account and checked and the problem was still there.
Could have something to do with your Mad Catz mouse, does hovering work with an Apple or generic PC mouse...?
I can try an apple mouse but i think ill have the sam problem.
