I can not up grade my ipod to 7 it says its updated but only is 6.1 and some apps need 7

iPod touch, iOS 6.1.6

You have a fourth generation iPod touch; it can’t be updated past 6.1.6. If desired, download the current version of those applications to a computer or compatible iOS device, click here, and try following the instructions.
