icloud account continually syncs on windows 10

I have ungraded to Windows 10 I am now having an issue with my Icloud email account continually syncing in outlook. Cicking on any Icloud email folder results in the triggering of continually syncing and a flashing cursor. Clicking onto any folder for my other IMAP account, does not cause this problem.

I have removed the Icloud data file and account, and then reinstalled it using the Icloud Control Panel - to no avail.

I have also tried turning off the Outlook 'sync immediate' setting - Options/Advanced - again with no luck.

I am running:

Windows 10

Outlook 2013

ICloud Control Panel 4.1.1.53

Any ideas?
