HTML5 for network users

All of our client machines have Yosemite and are connected to an OS X server .

We have a situation were html5 sites work for local users only. Network users can not get the same sites to come up on the exact same machine. Is there something possibly in Program manager that might be preventing network users access to these sites or does html5 not work for networked users.

And just for testing, I created a mobile user and html5 also worked for them.

Any suggestions would be appreciated.
