I am running 10.8 and have neglected to upgrade to 10.9 due to compatibility issues with my CAD program
It is not safe to do this, but 10.10 has been released.
I am not sure if it is possible to make the 10.8 to 10.9 upgrade now. Any help would be appreciated.

No. 10.9 can only be downloaded if you have not purchased it prior to the release of 10.10. It is no longer available for purchase now.

I always stay one system behind, as my CAD system takes about a year or so to upgrade to a new Apple operating system. It is just not safe for me to jump right in and upgrade without some wait time. This time I may have waited too long. So there are no download sites for the 10.9?
That incorrect. You waited too long this time.
I would suggest in the future if you want to continue staying one level behind that you download the installer much earlier the next time. You do not have to install it until you are ready. So store it off some place where you will not lose it and that should prevent this problem in the future.
