ipad 2 slowed down generally and freezes .

My ipad 2 has slowed down in retrieving from the Internet . It also freezes from time to time when retrieving mail from my AOL account. It also does not always charge when attached to a wall outlet using the cable provided. Can all this be a bug in the system?
