Stuck after receive anonymous call

Always after I received a anonymous call this screen appear and I can't "cancel", "return" or even can choose a message to send, the iPhone be stuck on this screen. This problem force me to turn of and turn on again my iPhone. I don't know what to do and can't find a solution through web.
