Why is apple so backward about managing the apple id?

The topic of changing, merging or deleting an Apple ID seems to come up often. Why do the apple DBAs (database admins) not have a way to make this happen? I tried to add each account to the other by using an alternate email address but it seems that would be too much like a merge and is not supported. My iPhone is attached to my personal apple ID and my iPad is attached to a work account that I no longer have access to which means it could very well become a drink coaster should I not be able to log in at some future point.
