my question is i have a i phone 4 and my apps wont download anymore what i can do to fix it?

Unfortunately, your iPhone 4 cannot be updated beyond iOS 7.1.2.
If apps require a later iOS, you won't be able to download them to your iPhone.
You would have to elaborate about what you mean when you say "won't". What happens? What have you tried to to do fix it so far?

what I mean by wont is that it will not let me download the app again. what I did was turn my phone off then turning it back on and when I seen that was not working I deleted the apps and tried to download them again and now it is not download now
I have noticed an app store, ibook and iTunes issue these past days. It might be the same issue and nothing to do with the updated versions. I have a similar problem (posted) and have not found a solution yet. It could well be a server side problem, linked to the iCloud account.
Again, what happens? What, specifically are you doing (what selections are you making to download the apps again), and what happens when you do it?

I have entered a feedback message about my problem, which resembles yours. Although i am on an iPhone 6 plus iOS 8.4.1, I am seeing many problems of this sort on this forum.
I would recommend waiting out to see if it resolved soon.
so just wait until they fix it

There is one thing you could try. If you have synchronised with iTunes on your Mac, and have all of your current apps in iTunes. (Connect to iTunes, click on the little iPhone image to bring up the general page of your iPhone. Check that you have a complete backup (you backed up the apps too of course?).
If you do not see any apps. stop and do not sync. If your backup hangs after many minutes, disconnect the iPhone, by force quitting iTunes.
In iTunes, Click on the iphone app page, on the left, within your device and check that you have all of your apps. if you then go to the iTunes store, scroll to the bottom and click on App Store at the very bottom of the page in the list of links, search and try and down load the app you want. It might be very slow. If it downloads, sync the iPhone by clicking in the apps listed on install or by dragging it to the iPhone simulated window on the right of the screen, (you have all your apps present of course...) and it should come over to the iPhone.
This worked for me, but iTunes/App store is playing up, hangs and generally misbehaves.
I hope many people have filled out a feedback form.... Apple should be aware of the issue.
