My new Mini won't let me change the desktop placement of icons ??

I'm in the process of setting up my new MiniMac. The first thing I noticed was that I could NOT move my icons around.
That's not good. I don't want my documents and other temp folders I may have lined up and mixed up with my hard drive.

Is there something I can do in preferences to fix this???
