Google Maps location blue bar while services are off and app is closed

I have location services turned off for google maps and haven't had the app open in quite sometime. Nonetheless, the blue bar stating "google maps is using your location" keeps popping up. The only way to get rid of it is forcing a restart. This has happened several times now. Is this a virus or something? How do I make it stop?
