Why cant I create account in Icloud? It says "The maximum number of free accounts have been activated on this Ipod touch"

Any one device can create only three iCloud accounts. This is tied to the hardware, not the user account, and there is no way round it. What you can do is to create an iCloud account on another iOS device or Mac (not Windows) and then you will be able to sign into it on your iPod.
