I recently moved my music to an external drive in order to free up space on my 2009 iMac. Now iTunes thinks it's all on the cloud and needs to be downloaded.
I don't want to download everything again as it only stores the music (again) on the iMac, taking up valuable space. There must be a better solution than this.

After reviewing your post, it sounds like you moved your music and now iTunes is not finding it. I would recommend that you read this article, it may be able to help the issue.
Locate and organize your iTunes files - Apple Support
You can change the iTunes Media folder location to share music between accounts on the same computer.
- Mac OS X: Choose iTunes > Preferences.
- Click the Advanced pane.
