I Accidentally deleted a song from my iPad. I went to iTunes Store to re-downlod it, instead of the cloud icon it says purchased and I can't download it.

Did you try to click purchased?
Yes but it's a dead link. Apple support is supposedly working on it now.
Did you try to reset all settings, before you clicked?
Did you try to sign out and back in to iTunes store in settings?
Did you get a chance to check if your date/time is correct?
