I cannot get an iCloud account because I reached the limit how will I be able to have a account again?

Any one device can create only three iCloud accounts. This is tied to the hardware, not the user account, and there is no way round it. What you can do is to create an iCloud account on another iOS device or Mac (not Windows) and then you will be able to sign into it on your device.
