Go to iTunes > store > view account. 'Edit' payment details should show you a bank of cards that are acceptable. Is your card one of these? Bear in mind that they are Credit cards and not Debit cards. Debit cards are not acceptable in many countries and where they are they will be specified.
Having checked this, if your card is acceptable then contact iTunes support.
