HI,please give steps to recover my appleid used by another device probably because I cannot add account on mu iPad.

You first have to log out from whatever account is logged in now.
HOw do you log out?
By connecting/using iCloud for example.
You are double posting which is bad.
the iCloud button is locked. I cannot add email accounts, it is also locked. I didn't notice it until I was thinking of adding email accounts cause I was so busy and never thinking anyone would bother. How else would this buttons get locked?
