What happened to Itunes Match and why did I just pay £21.99, when it no longer works?

iTunes Match continues to be available. It differs from Apple Music in that music you 'match' and download (i.e. which you have bought separately but is also in the Store) is not subject to DRM (Digital Rights Management) and continues to be playable even if you stop the Match subscription. Music downloaded for offline listening from Apple Music ceases to be playable if you stop the subscription.
I know what it is supposed to do, I've used it for four years but now Apple seems to have messed it up, as they usually manage to do when they attempt to "improve" things by removing the reason I paid for it in the first place. Now need to email them for a refund as it no longer works.
