While surfing using safari I was taken to applevirusalert.com, and it locked the safari with a message to contact "technical Department Live at +44 151 528 8463". Does anyone know about this? Is it a scam?

Definitely a scam. Do not call that number.
Force quit Safari using the Command + Option + Esc keyboard shortcut.
Then relaunch Safari. From your Safari menu bar click Safari > Preferences then select the Privacy tab then click: Remove All Website Data.
