If I have two iPhones and both of them were set up on find my iPhone why can I only track one?

So my phone was recently stolen I set it up on find my iPhone and on iCloud. However when I went to track the new phone my old iPhone was the only one that I could track (unhelpful lol). So I was wondering why is this?
