It is part of the iOS. You can't remove Apple apps, but you can place them in folders where they don't bother you.
If you are talking about the app that came with the iPhone when you say standard programs, the reason is that Apple has decided to make them part of the operating system, iOS.
I usually move them to a folder titled Worthless. That keeps me from looking there in the future.

Apple has decided that you can't do that. You will have to pick on something else instead to free up memory.
They use very little memory so that cannot be your issue. Look under Settings > General > Usage > Manage Storage and you will see how much each app consumes.
