I have 13 GB storage in 'Other', what can I do to get it back to +/- 1GB?
I deleted everything from whatsapp, facebook, etc...
Stil it is 12,5 GB now...

"Other" should only be around 1GB at the max. If you have 13 GB of other, then you have corrupted files. Erase the iPhone and set up as new. If you restore from backup, you will restore the 13GB of other and will be back where you started.
I did this yesterday but then my photo's and videos's wont sync back to my camera roll..
