Are you restoring from iCloud or from a computer via iTunes?
If using iTunes, are you using a genuine Apple Lightning to USB cable?
Identify counterfeit or uncertified Lightning connector accessories - Apple Support
Also, have you changed your screen recently - and, if so, was this done by Apple?
It is a hardware error related to the Touch ID. If you had your screen changed by a 3rd party repair site and they did not use the original Touch ID home button it results in that error. Get the repair shop to use your original.
If you didn't replace the screen you will need to get your iPhone replaced under your warranty.

No. Apple won't touch it and that's the only place where Apple-parts can be obtained.
