Can I have 2 movies running in iMovie at the same time, one in the background (filling the whole screen) and one in the foreground using just a part of the screen?

iMovie '11, OS X Yosemite (10.10.4)

Easy to do using QuickTime Player 7 Pro as it can create any dimension videos with up to 99 tracks and each can have its own position, dimensions, opacity and masks. You can't do that with iMovie.
